Are PCI-E 16x better then PCI-E 2.0 or is it the other way around?

the 2.0 is later ... but ther are NO cards that even come close to saturating the 16X bus yet so i wouldnt sweat it ..

The other way around...PCI-E 2.0 is the latest & fastest bus for PCI Express...the other version 1.0 (Most used now) is v1.0 x 16.

Not related. PCI-E 16x is basically a 16-wide version of PCI-E bus (whatever version it may be). PCI-E V2.0 is, well, PCI-E V2.0. With no mention of the width, it's assumed to be x1.
