*Rule - a number can never have a negative exponent.

First: make the number a fraction...place (5^ -2) over 1.

(5^ -2)/1

Sec: make the exponent positive - place the number in the opposite position (in the denominator). 1 will be placed in the numerator.

1/5^2
==> 1/(5*5)
==> 1/25

if u take the inverse of 5^-2, You could put 5^-2 as 5^2
Then it becomes 1/5^2

5^2 = 25

So: answer is:

1/25
