yes, everyone is right. fear is an instinct for survival. but your question of who put it there and why do we have it, i'll try explaining that.
fear is something that triggers the "fight or flight" of a person. there are many explanations regarding this and I'll consume thousand of words if i explain it one by one. but let me give one profound explanation about this. million of years ago, humans evolved from the tiniest mammals onto becoming an Australopithecus to homo habilis, to homo erectus and eventually onto being homo sapiens. according to researches, our ancestors encountered many dangers during those times that aroused their instinct of "fight or flight". for example, disregarding all our knowledge about snakes, still, why are we afraid of snakes when we see one? this falls under the explanation that our ancestors encountered these creatures and they realized that it's a poisonous animal. and so, these "fear" as we call it, was printed in our minds as if a blue tooth in our brain that will be carried to many generation ahead. another explanation for this is that, according to Freud, there are instinctive energies that embraces our innate motivation of self-preservation. simply, we don't want to get hurt, either physically or psychologically. ^_^

Fear is very useful to us. It examines situations and decides whether or not the situations are hazardous. Then, the Sympathetic division of our Autonomic Nervous System becomes activated(fight-or-flight) if it is determined the situation is dangerous. Its a survival mechanism. However, there are parts in the brain that control fear. Perhaps the part of your brain is hypersensitive. If this is the case, some medication can reduce the rate of firing in these neurons in that portion of the brain. Psychiatrists are the ones who prescribe these sort of meds, just to let you know.

You can face your fears as well. This can be "gradual" or "flooding".Gradual means that you face your fear a little at a time. If you have social phobia, for example, you could begin by asking strangers what time it is. Then, move up to more of a conversation gradually from there. Flooding would mean engaging in conversations with others non-stop for a while, showing you that you have nothing to fear.

That applies to social phobia but it applies to all of your fears. Grow some balls man. Good luck!

If someone doesn't have fear, they basically die. This is because we wouldn't know when to run away from something that's going to eat us.
They actually just did an experiment where they changed the brain structure of mice to no longer feel fear and they would go right up to predators and get eaten.

We have fear to keep us from doing stupid things. . . like jumping off a cliff in the nude or having lunch with a senile serial killer. It also assists in the act of making someone really stop and think about something, like why they have been acting so stupid. As for who "put" fear here, uh that would be whoever created everything.

Fear is an instinct to keep us alive. It allows us to avoid situations where we would put our lives in danger. Or that we avoid danger when it's coming at us from an out side source.

2) goverments who probably wouldn't mind implanting a radio reciever in your cranial cavity in order to force you to listen and obey.

those are the two biggest threats to honest law abiding people everywhere.
