I would say yes, in fact we can. There has been a little Mars rover driving around mars for a few years now. Even with the crazy dust storms they have that little guy is still running like a champ.
Just because we "can" though doesn't mean we're going to. The price to set up a little Mars community would be outrageous. The temperature on the surface of the planet is really the least of the problems to overcome. The lack of water or breathable air are the 2 that would be the biggest obstacles to overcome.

In very small numbers and in pressurized habitats, yes. Stepping outside unprotected would mean certain death however.
It is a romantic science fiction dream that we should turn Mars into a planet as livable as earth, to make it a second homeworld where a new branch of humanity would evolve. This isn´t really possible as Mars is too tiny to hold onto a livable atmosphere. But dreamers will keep on dreaming.

omg i saw that weird tv commerical 2! discovery channel is doing a special on it and they want to build these weird furturestic cities there. I personally dont actually think its possible cuz u know there is no oxygen there and it would be extremely unnatural for us to be there. There would be no plants or other wild animals or bodies of water. god did not mean for us to live there so we should just stay on earth
