(-27)^(-4/3)

the minus in the exponent mean you flip it over
(1/-27)^4/3

the 1/3 inthe exponent means a cube root.
(1/-3)^4

now 1*1*1*1/-3*-3*-3*-3
=1/+81

(-27)^(-4/3) = (-1)^(-4/3) {27^(-4/3)}

27 = 3^3;

(-1)^(-4/3) {27^(-4/3)} = (-1)^(-4/3) { (3^3)^(-4/3)} = (-1)^(-4/3) { 3^(-4)} = (-1)^(-4/3) / 81

now let's find (-1)^(-4/3)

-1 = e^(i π ) = cos(π ) + i sin(π ) = -1
(-1)^(-4/3) = (e^(i π ) )^(-4/3) = e^(-i4π/3)=
cos(4π/3) +i sin(4π/3) = -0.5(1 - i √3)

hence (-27)^(-4/3) = -0.5(1 - i √3) /81
= -0.00617 +0.01069 i

Summary:

(-27)^(-4/3) = -0.00617 +0.01069 i
