I believe the person was comparing two separate paragraphs (D and E) of text on two separate killings by Jack the Ripper. To what extent means how much of an explanation is required to determine by these paragraphs why he wasn't caught.

What is the context? The first is so vague and the first so precise that both only make much sense in a larger context. "To what extent" usually means "over what range of opinion or research or topics".
