Hi. Read this first. http://support.microsoft.com/kb/314060 .
Use the 'Guided Help' if you can because the Registry needs to be edited. OK if you know what you're doing and backup (export) the registry first. Good luck.

When was the last time you cleaned your DVD/CD? If it's been more than a month. Try that first. The cleaner is a music CD with a tiny brush on the bottom. When you play the cleaner CD, the brush cleans the reader head. Get them at Office Supply stores, Circuit City, Best Buy or Radio Shack.

Shut down and turn the power off. Take the case off and jiggle the plug at the back of the CD ROM and jiggle where the ribbon cable connects to the Motherboard. Put things back together and power on and try again. Your ribbon cables can have dust or slight corrosion (for want of the right word), or your CD ROM may have died. Especially after you have re-installed the drivers etc.

If reinstalling the CD drive didn't work you may need to get a new CD drive. You may want to try using a cleaning disk first.
If thats the only thing wrong, you won't need a new hard drive.
