looking at it down there, on the top side, from the point where it starts out, to the head, the balls arent involved and the average size is 6 to 7 inches hard. soft is random depending on genes.

Average size is just under 6 inches erect, measured from the top where it meets the body to the tip.

It generally means hard. Usually if the measurement is for a soft penis it will say that. And you measure it from the base or bottom of the penis.
