USPS doesn't post that on their site. You could go to their contact us page and try asking them via an email or call:

They are completely incompetent. Not only that, but I think the carriers occasionally take the day off without calling in sick and the mail just doesn't get delivered that day. They probably do that once every few weeks where I live, and close to once a week at my job (small company so I see when the mail is delivered). On top of that they send season's greetings cards, and then expect a holiday tip. I think it is illegal for them to accept tips, and I would never give them a tip for their lousy service.
