The Democrats dominate...right now.
In my opinion, both parties deserve to join George Bush, Dick Cheney and Don Rumsfeld in a special, oil-soaked, blood-stained corner of Hell where they can rot eternally. The Republican-dominated Congress stood by while Bush ran rip shod over our Constitution;
the Democratic-dominated Congress promised to end this vile 'war' if elected, and - to date - has done nothing to keep that promise. MAY GOD DAMN THEM ALL!!

Right now the democratic party has the majority; however, the republican party is dominating because when the president vetoes a democratic bill there are enough rebublicans to prevent an override unless some are convinced to vote with the democrats. So far the Republicans have been pretty much running things since our President was elected 7 years ago. That can be viewed as leadership.

It's also known as the fourth branch of government, and dominates all parties. It's called the CORPORATE branch and it owns them all.
