paint dries very slowly in cold weather and even slower in cold and damp weather

yes & no, Automotive paint will "DRY" perse, but it will not cure properly in colder tempatures, this will cause a dull finish
and problems with fading and flaking later , it is best to paint in at least 68 degrees or better.

Takes a long , long time.
try going out and getting one of those portable car garages and put a heater in there. a shop with plenty of ventilation would be best....

if indoors yes if out doors it will but it will come out spotty and look terrible especially on a car
