There are two requirements that must be met to have a sucessful lawsuit:
1. Negligence
2. Damages
Negligence means the persons should have known his actions were wrong. Damages can be money, property, or emotional, although emotional is difficult to prove.
Most attorneys will give you the first visit for free. I would suggest you call one and discuss the details.

Is an individual bringing the lawsuit, or is the state/city/federal government doing it?
If you're being sued or being charged by the state, it is not a civil case.
If your neighbor, mom, child, etc etc etc (A PERSON) is suing you or bringing lawsuit against you, it is a civil case.
Shame on people like the one above me who answer all questions saying "look it up on google."
