WOW!! A very delicate situation.
I believe you should ask in a nice way and don't do it by phone or email.
Invite him over or out for a drink, coffee or whatever on you. Then is the time to ask personally if there is a way he can possibley repay you at a certain time every month or week.
Remember one thing! He is family and may feel very bad about even having to borrow from you in the first place.

How much money does he owe you, and how long have you been waiting?
I would make up a sheet with the beginning amount; similar to a payment book. Every time that he gives me money I would subtract it from the outstanding balance and have him to sign that he agrees with the balance that is remaining.

I would give him a copy and keep the original for my records. Later on if he says that he does not owe you anything, you you have proof to show him and your parents.

yes tell him the holidays are approaching and you need the money. you were courteous enough to loan it when needed it, now he needs to show the same respect and pay it back when you need it. tell him you expext $20 a week until it is paid in full.... tell him you REALLY NEED IT.

If you have to ask him then he's NOT trustworthy. No one has ever had to ask me to repay them and I'd be embarrassed if they had to remind me. Think about it, would you be late in repaying if he lent money to you?
