Generally, West and North Africa have virtually no seismic activity--pick any five on the Gulf of Guinea. The Scandinavian countries are a good bet too.
Just because something is in the middle of a tectonic plate doesn't mean it's seismically/volcanically inactive--take Hawaii, for instance.
(and I hate to pick on another answer, but Iran is on the border of the Eurasian and Arabian plates--and is quite seismically active. There was a 5.3 earthquake in Iran two days ago.)

in southern germany earthquakes are quite common, though they have a pretty low magnitude. better don't use it-
