Generally, West and North Africa have virtually no seismic activity--pick any five on the Gulf of Guinea. The Scandinavian countries are a good bet too.

Just because something is in the middle of a tectonic plate doesn't mean it's seismically/volcanically inactive--take Hawaii, for instance.

(and I hate to pick on another answer, but Iran is on the border of the Eurasian and Arabian plates--and is quite seismically active. There was a 5.3 earthquake in Iran two days ago.)

Iran has had some of the worst earthquakes in recent years.

How about Australia, Great Britain, Ireland, Cuba, and Vietnam?

Australia, India, Iraq, Iran, Afghanistan. They're all pretty much in the middle of a plate.

in southern germany earthquakes are quite common, though they have a pretty low magnitude. better don't use it-
