For a beginner would it be ok to start of with a cheap one like £20 ?

A full size can produce a bigger fuller sound, but can be harder to control.

Don't learn to play on anything but a full size instrument. You will have to learn finger positions, and if you learn them on a sized down guitar, you will find you are not moving your fingers far enough to make the chords on a full sized instrument. As far as cost, learning on a cheap one won't make a bit of difference how well you learn to play. You will be able to tell the price difference in tonal quality when you finally get a more expensive guitar.
