Tornadoes are known to occur on all continents except for Antarctica. The very strongest (F4 and F5) primarily occur in North America, but strong tornadoes also occur in South America, Asia and Africa.

Yes, the United States has the most tornadoes per year. Canada comes in 2nd. Usually, tornadoes are usually not as strong in different countries. The U.S. has a great environment for the development of tornadoes. The warm, moist air collides with the cold air. In the U.S., we see F4 tornadoes, while most countries see F2's.

(Stupid answer?) They happen all over the place, and I don't know why they don't just have container silo's, that automatically set off whenever wind reaches a destructive speed, and the explosion would spray sticky gluey, foam into them, which obviously would slow the wind down alot. Every time it touched something it would be all sticky stretchy, with each passing spin...slower slower...till it stopped...Then they could gather up the rubbery strings and use it to shoot rockets into space, (instead of all that nasty fuel).
