I am writing an essay for English about what led to WW1 and I found that Britain, Austria-Hungary, Prussia and Russia made a "New Europe", leaving Germany and Italy as divided states, but I need to know when it was.

That would have been from the Vienna Congress at the end of the Napoleonic wars in 1815.

The main goal of Prince Metternich and other reactionary members of the Congress was to restore the status quo ante bellum to Europe and to stamp out republicanism. Both Italy and Germany were left in a fragmented state with many principalities.

The House of Savoy managed to consolidate Italy in a series of wars in the 1850's and early 1860's. Germany remained divided until after Prussia fought a series of wars with Denmark, Austria, and France. With Prussia the dominant state, the rest of the German Principalities united to form the German Empire which was proclaimed in Versailles Hall of Mirrors.
