Is it a Canna? They have Deep Burgundy leaves . They also have a flower that will come out of the middle. They also have Cannas with green leaves. It is a bulb plant. You dig them up in the colder zones. I live in Zone 5 and I have to dig mine up for the winter. An easy way to find out is to google a plant guide.

if it has fuzzy plumes, might be purple fountain grass.
just long spikey leaves about an inch or less wide, maybe flax

It could also be decorative millet. I've seen some red forms.
