Could in theory slavery be brought back? I'm not trying to be inflamatory, I'm just curious as to why the Corwin Amendment is in theory still to be ratified?

The proposed Amendment says, "No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State.".

Slavery could not be brought back, even if the amendment passed. In any case, a snowball has a better chance in heck than does consideration of the Corwin Amendment in any state.
