For instance I know my friend from the office joined, I know the Screen name he's going to use, but I can't find him on here. Is it possible to search for a person? Not just for a question or a topic?

yes type in the name of this persons nick name in google then yahoo answers and you might fine this persons profile

I think if you know their email address you can invite them to your contacts. That is the only way I know of...
