If you want a combat and harsh environment ready one, the Panasonic Toughbooks are fairly rugged.
If you want a more general PC, there are loads of cheap ones available. I generally go with HP on my PC -based laptop choices.
Given the choice, I would go with a Macbook though, honestly. Like any typical laptop they aren't really rugged, but are very solid machines in their own right. I don't remember offhand if there is a military discount per se, but even so the low-end Macbook can be had for $1100. I would recommend getting AppleCare with that.

Contact Dell and special order a snall inexpensive system with no add ons.
They build a good unit and the warranty is nice too.
Also, try pricewatch, they set you up with the lowest advertised prices anywhere in the world.

the asus eee pc. it is a small notebook that runs linux. it has a built in webcam for video chats, its very portable. linux is easier to use then people think. it does not get viruses so it will not have many problems. if u have any more question msg me. just make sure he keeps the sand out of it, b/c that would not be good. $399

my boyfriend just bought an HP from Radio shack for 800.00 and it comes with a camera. That would be a nice communication device for the both of use...
