Could you possibly be speaking of in the recent recalls of Chinese made junk.
The primary responsibility I see here is the importer.
Yes the govt. has some responsibility to check incoming goods but the plain fact is there are too many goods coming in to check them all.
So the one in this country making the money from these CHEAP imports should be checking to make sure what they are selling to the American consumer passes our standards.

One thing the Chinese did correct a few months ago was to EXECUTE the head of one of their departments caught taking bribes.
