if you can locate the shower pump ,there should be isolation valves on the hot and cold incoming pipe work.try turning one valve off at a time.turn one off and try shower,then the other.at least you will see which side of the pump,flow switch is faulty.the offending flow switch,could have debris in it causing it to stay open.Make sure the shower valve is shutting off the water completely.

there are two flow switches on the 15mm pipes on to the pomt they have a ball which move to make the pump run whon you open thee taps thes get stuck open with chalk or lime either take them out clean them. or replace with new or do what i did remove tham and fit a pull switch the only thing is there soposed to cut of the hot water to prevet scalding but mine never worked anyway due to our hard water quality..

Probably a sticking float or flow switch, try tapping the litte boxes on the outlet pipes, you may manage to dislodge a bit of grit or something causing it to stick.

U may need a new shower try turning your water off at the mains and rng a plummer.
i think it will be the water pressure.
