The elitist theory of democracy is the lobby system of USA. The liberal theory of democracy is the Europeans system of democracy.

Simplified it's a popular election versus the electoral college. The designers of the electoral college believed that the general public was too stupid to elect their own leaders, so they established the electoral college. Having nothing to do with the popular vote. The representatives are chosen by the parties, not the people at large, and there is no requirement that they follow the popular vote. We don't actually elect our president, the electoral college does. Scary, huh?

A whole lot. Liberals want more spread power, while elitists want more power that is confined to small groups of people.
