Well, there are many theories I have about this.
One it could be the same reason you know a tv is on in the other room even though you can't hear or see any light. Humans along with other animals are able to precieve the electric currents bodies give off when they move. Over our development we lost the use of this sense, but it still might have lingering effects on us, thus just as we are able to sense the electric static of a running t.v, might we sense the same of someone looking in our direction.
Another reason might be, that while you don't realize it, your body can tell what people are doing, rustling of clothes, noises and vibrations, your body is able to process all these without you even knowing, so that while you believe nothing is happening, your body feeds this input to you, causing you to have that feeling.

when it is almost dark, almost completely dark, put your outstretched hand in front of your face so your fingers are mouth level and about a foot away from your face. Slowly move your hand from left to right to left. Do you see the beams of energy extending from your finger tips?
Maybe that is how you can tell.

WE have six senses. Mind stuff is the sixth sense. This sense is not visible like other senses. It picks up the signals and translates them for us. When you see a cup your eye see the form but mind picks up the utility of it.

You are sensing their energy, which at that moment is directed towards you. Animals, like cats and dogs, are very attuned to this. Its perfectly normal.
