You feel its heat but find that when you touch the bulb, it is not hot. Explain why you felt the heat from it?

The RADIATION passes through the glass, and then falls on your hand, warming the hand and not the glass.

Later on, convection within the bulb warms the glass.

Bulbs are partially evacuated, there is little convection. Radiated energy reaches you hand instantly, it takes some time for the tungsten element to fully glow red hot and heat the glass of the bulb.
