If you're referring to the scammer who uses that name and posts here on Yahoo Answers, there is no such person or company. It's some Nigerian scam artist working out of an internet cafe in Lagos most likely. If you've sent them any money for advance fees, consider it a lesson in life and don't repeat your mistake. Advance fee loans are illegal, pure and simple.

"Walters" (Not his real name) is scammer probably based in West Africa. The scammers make up English names in order to attract victims in the US, UK and Canada.
