One of the easiest ways is to make sure you have gotten rid of all un-needed files and such. Do a defrag and run a check for unused programs. If you have any that you don't use or need, remove them. Clean up your hard drive first. The next easiest step is to install more memory.

I used system mechanic when I had my PC. The trial version does quite a bit, but if you are planning on keeping your PC than getting the full version is worth it. The only reason i got the trial version is because I knew i was going to switch to a mac. 5 months later, life is much better.

First Disable unnecessary programs from starting when you start windows
Start>Run>type in MSCONFIG>Startup tab - uncheck any program you don't want to run when you start Windows

Well get rid of any programs you don't need. You might run a Desktop Cleaner too. If you have more then two browsers you might wanna get rid of one.
