No. A male cow is called a Bull and they don't produce milk. Only the female of any species produces milk.

Cattle includes both females(cows) and males(bulls). In a cattle herd there are many cows and very few bulls. One bull for every thirty cows. Cows have the udder and produces milk. Bulls have no udder but have a long pendulous piece of skin in the ventral part of abdomen (prepuce) with penis inside.
