The first use of things called "concentration camps" was during the Boer War in southern Africa ~1900. The Boers were the Dutch and German settlers that had come to South Africa during the 1800s.
There was no way to tell the "good" Boers (not violently anti-British) from the "bad" or to tell which Boer were aiding the guerrilla fighters, so the Brits locked up any German or Dutch settlers into these camps. Of course the food, medicine, and sanitation were inadequate, so everyone in the camps suffered!
Previously, though, in the early 1800s, Americans had begun to outlaw Native Americans and banishing them to "Reservations." Here, too, food, medicine, and sanitation were inadequate and the same kind of suffering was/is rampant.

In many countries the army or a branch of the military or a division of a national police force. these people follow orders. Some were or are fanatics who follow the orders gladly and others do it because it is the job and for national security etc.
Countries who have done this...wow it's a big list.
Britian, USA, Canada, Germany, USSR, China, Italy, many African countries and more, many more.

The Nazis (Jews, Roma, homosexuals, Communists, Jehovah's Witnesses etc.)
The British (white South Africans) in South Africa during the Boer War.
