That is the draw back of white rock, it is a lot of work to keep it clean. It is always green from moss or black from dirt. I would suggest replacing it with nice light brown river rock, that will look more natural and not need cleaned every 6 months.

A lot of work. Take them all out and put in bleach water. Let soak, scrub the ones that won't soak clean, then put them all back to get scummy again. Hate rock in landscaping, murder on your hands when weeding, hard to keep clean.
Easy solution: Spray paint them white.
