the information gathered by space-shuttle missions does not justify the high expenditures of the program.

The statement is an opinion. The reason is that what is considered "justification" varies from person to person, so while by some people's criteria, the shuttle's cost is not justified, it might be so by others' criteria. That's why it's an opinion - it is a subjective statement.

I cannot say whether it's valid or invalid - at least not if this is a homework question. For myself, I would say that it's a valid opinion, even if I don't necessarily agree with it at face value. I would need to see some of their arguments supporting their position before saying they have a valid point.

I don't see shuttle missions as 'fact finding missions'... they're more like a 'delivery system' ..... any little experiments they can do while up there are just icing on the cake...... the main purpose is to trade out folks from the ISS or add parts or fix problems.....and what the folks who live in ISS gather as information IS what justifies the cost of them being there!....

I think that it is an opinion. I think that you are looking at the short term effects of the program vs the long term effects. It is definitely a short term loss program but the gains, long term, will be worth it. We have to take baby steps in our exploration of space. Unfortunately, it will take another "space race" in order for us to more faster in our endeavors.
