caucasian BMI = 21.33
The difference is 21.33 - 19.7 = 1.63
This is a percentage increase of 1.63 / 19.7 x 100 = 8.27%
To find the percentage increase you take the higher number, subtract the smaller number. Divide this difference by the smaller number and multiply by 100 to get the percentage.
Caucasian women have an 8.27% higher BMI than Korean females.
Another way to compare these would be to ask the percentage of korean BMI to caucasian BMI. This would simply be 19.7 / 21.33 x 100 = 92.4%

caucasian % = 21.33/(21.33 + 19.7) % = 51.94%
korean % = 100% -- caucasian % = 48.06%
