Will an ati radeon x1300 run on a 300 watt power supply when it says on the website:
350-Watt power supply or greater recommended (assumes fully loaded system).

(what do they mean by assumes full loaded system)

X1300 only consumes about 30 watts or 2.5 amps on the +12V rail. Most 300W power supply with at least 15 amps on the +12V rail should be able to handle the X1300.

It means that everything in your CPU is what is recommended for it to run effectively. I personnally would purchase a 400 or even a 500 watt, just in case you want to upgrade something you have the power to do so.
