I have a AGP slot. I have heard that new AGP graphics cards won't be available as they will only upgrade PCI Express graphics cards. Is this true? Do I need to change my motherboard and processor in order to keep playing games that are brought out for atleast the next 3-4 years?

There are still some AGP cards around because some people are still using them.
PCI-e is the mainstream and there will be more and more people switch to PCI-e interface when they want to upgrade computer and so will you.
Instead of upgrading to another AGP card, It is better to save the money to buy a new system as soon as you can.

There are still many powerful DX9 AGP cards but no high end DX10 AGP cards. It seems that newer powerful DX10 PCIe cards would not be made available for AGP. The slower AGP slot would just bottleneck the powerful/fast cards. AGP format may have difficulty migrating to DX10. Current DX10 AGP cards are not powerful graphics card.
