Ok, I have a HP Pavilion Slimline PC (s3120n) with a 160watt power supply, what is the best video card I can upgrade to (from nVidia 6150le) that's compatible with my power supply and under $140? PLEASE HELP!!!!

(My motherboard supports PCIE or PCI Express)

Your teeny weeny power supply might be able to run the ATI HD2400 Pro. It draws less than 15 watts.
