Within a pressure belt, there will be only a vertical motion of air and not a horizontal motion.Within a low pressure belt, the air will be ascending and the air will be descending in a high pressure belt .But if there are two pressure belts having different pressure values, a pressure gradient will be produced between those two belts and air will move as wind from the high pressure area to the low pressure area and there will be reverse flow in the upper layers of the atmosphere between those two belts thereby completing the cycle.
