Is this protecting society------or just wasting are rescources----wouldnt a heffty fine been a more logical sentence

But there is NO PROOF TO THE FACT A HUMAN GOT HURT OR WUOLD HAVE BEEN.wouldnt a fine and an eye on him for a while been more productive

This is the main concern, since human misbehaviors typically affect other humans. There are laws, as needed, to protect abuse of animals.

That is the main concern.

For the most part the reason for animal welfare rules is because people who abuse animals tend to go on to abusing humans later on (so we try and deal with them before they get around to harming humans).
