The strings get dull-sounding after a while, so you would want to change them before any session where you want to sound good (recording some tracks, playing a gig, etc.).
But change them a couple practices or so before the actual session--new strings go out of tune a lot as they stretch out.
I don't play out, so I just wipe the gunk off the strings every once in a while with damp paper towels, and I change the strings when I break one:-)

wow.. change the strings... i play so much that i wear through the round wound on the string on the d string. doing so wears out my frets.. you will be able to hear when you need strings. but, you will also be able to see on the string if it is worn out .. you may want to change strings every month... i do almost every week..

2 to 3 times per year would be plenty. You can change them more often if they start to get rusty, sticky or aren't sounding great.

I would recommend that you change them when they start to rust. I just changed my student's strings for that very reason.

a great indicator is when they start to sound tinny and twange out of tune sound.
With the amount of time you play i say every 6 months

It depends how much you play, a good sign that you need to change them is they start to wear, and unravel.
