well there will have to be some sort of emission

so let's think about this...

water = hho (h[little 2]o)

2 parts hydrogen or H2
and 1 part Oxygen, or O

so what would the car emit?
H2? Hydrogen is flammable over a very wide range of concentrations in air (4 – 75%).
O? Well, people with some types of heart disease, asthma, congestive heart failure, pulmonary hypertension, and chronic obstructive pulmonary diseases, such as emphysema, need to have their medical oxygen regulated carefully to oxygenate their blood properly, If they inhale too much oxygen, they can stop breathing.

So with billions of cars putting off these gasses, what would become of the world?

Hmmmm...

Cars can certainly be made to run on water but water is slowly becoming an expensive commodity so it would be cost prohibitive. It looks like fuel cells are in our picture for the next generation of green cars.

Sure, but it is too complicated to have all the trenches to hold water for the paddles to push the cars. Much to slow and not practical. So nothing past a funny buggy.

I don't know about water, but they have made one that runs on air. It can go fairly fast too.
