Beckers is right...it was "The Loretta Young Show" (1953-61). Its namesake star would play the lead character in each episode of this anthology series as well as introduce the week's episode after descending from a staircase.

From the '40s? No idea. But there weren't tv's in the '40s, so either you're talking about a film star (not tv), or are off on your time by about fifteen or twenty years.
