Can't remember the name of a movie, made in the 80's?

Question

The movie has the guy (who played the dark haired guy in Duke of hazard) It was mainy made in the Lake City area in TN. It's about a town/area that has a coal fire underground. I'm not really sure about details but I remember some of the build ings and scenery because I used to live in the area. Thanks for your memories.
