What early 80's rare movie is this (it may be a British made-for-TV movie)?

The movie was sort of a coming-to-life romance (not comedy) about an early teen (or younger?) boy and girl who fall for each other and slowly work up to that first kiss. I remember a couple climactic scenes with it raining on the windows. I saw this movie on either HBO or PBS in the early 80's. I believe it is British? I don't think it was "Gregory's Girl". Could have been a made-for-TV movie. ID'ing this one is a long shot...thanks. I was 12'ish when I saw it, and remember that this simple young romance led me to the epiphany that chics *are* cool (I'm a guy by the way). ; )
