I suppose if you wanted to let him you could but I would make it visitation at your house so that you don't have to worry about him taking the child so that he doesn't have to pay support. you could go to court though and complain if he can afford that and simply isn't paying it.

I am married to a divorced woman. She had one child from her previous marriage. Although she was granted child support for her child, her ex did not pay it. She did not care as she was more concerned that he maintain a good relationship with his son. She always made an effort to not bad-mouth the ex nor did she ever let on to her son that the ex was not meeting his obligations.
She has a lot of respect from our son who is now 21.

i work at family court in new york state.
here, support and custody/visitation issues are heard by spport magistrates and judges, respectively. one issue has nothing to do with the other.
many men petition the court for visitatio and are usually awarded it unless there is some terrible reason why he shouldn't have it. the judge bases their decision on the best interest of the children, and unless he has the kids hanging out in a cardboard box, him not paying you support isn't usually good enough reason.
if you want support, try to work it out with him. if you can't, file a petition with your local family court. the prcedure is very easy, there's usually staff to help you, and in 9 out of 10 cases you don't need a lawyer.
good luck, hope this helped!

depends on the age of the kids and how they are feeling about it. This would be a gift to them. If they're old enough to understand he DOESN'T pay support, but you're being the ADULT and letting him visit, I guarantee that in time they will understand how naughty he is. Let his actions speak for themselves. Sadly, be prepared it may be a very lousy visit for them, but that's something they need to find out for themselves...(again depending on age). There's no one right answer for this...

Yes it does...
because child support..and visitation are 2 seperate issues.
If he pays child support..doesn't mean he gets visitation.
if he doesn't pay child support..doesnt mean you can withhold visitation.
