The money you pay for rent only covers the square footage of the apartment you are renting. You are not renting the hallways, therefore you have no say in the temperature in them.

To help keep the heat in your apartment, go buy some weatherstripping and put it around your door, and you can layer a towel or other thick material at the bottom of your door, or buy a doorsweep. That should help.

The living areas (inside the apartments) have to be heated. Hallways and common areas generally do not.
