should i get: pal to ntsc converter or ntsc to pal converter?

i have a ntsc tv.

Since you have an NTSC TV, all sources should be NTSC. If you have a PAL player you need a PAL to NTSC converter.

It depends on if you live in a PAL dominated country or not.

Could you please what you want to do?
Your TV TIVO and available video should all be the same and need no conversion.
