Many students go to a community college first for two years to save money or to figure out if college is right for them. Community college is cheaper than attending a state university or a private university. Plus, some people don't do very well with all of the serious work that comes with college, so perhaps they want to try it out for two years first to make sure.
If you're a very passionate involved person, however, and you really have your heart set on graduating with a degree, I would recommend going straight for the college or university experience, especially living on campus. Living on campus is part of the college experience and it is there that you develop as a person and make life long personal connections!

Because the tuition is cheaper and the classes are usually smaller, meaning that if you have problems you can usually get more individualized help from teachers or tutors.
Oh, and it's cheaper.
Tuition at my community college: @$70 per credit hour
Tuition at my university: @$168 per credit hour
most college classes are about 3 credit hours, or more, so one class would be @ $210 at the community college, much more at the University.
(and this is for the same exact class!)

I would only recommend it for marginal students. It provides a good stepping stone for them.
For better students, I would recommend going to the best four-year school that they can get into.
