I absolutely think it's fair. Cheating should be taken very seriously. Those that cheat should be punished, otherwise it would be unfair to all those who do not work hard. At my university, students who cheat fail their course, are suspended, and that suspension remains on their permanent record. After cheating, students will find it hard to be admitted to any other university or college once that institution sees it on their record. Furthermore, its difficult to get any government job if you have a history of economic dishonesty. Sure, its a bit harsh but we need serious deterants to discourage cheating!

Sounds like a wonderful idea. Why shouldn't they? Cheaters are not doing the work that others are. It's unfair to those who take the time & put effort into their studies. I have no respect for cheaters because it's very dishonest & I don't like dishonesty. I think it's a good policy because maybe those lazy enough to not study & cheat will think twice about it?

yes it's fair. you are paying for an education and cheating is literally stealing. if someone passes a class because they are cheating, it's fraud; potential employers or grad schools will assume you got your degree legitimately.
