I don't know the exact answer, but my best guess would be the following reasons: it might be able to have the TV-14 rating because it's on later in the night than SmackDown, and it runs extra time probably because the USA network lets it.

RAW is WWE's flagship show.
Also, WWE RAW is live, while SmackDown isn't, so there has to be a five to ten-minute delay time on the show. Also, WWE is on a cable station (USA) while SmackDown isn't.

because raw is wwe's top show its also live. as to tv-14 (it really is tv-g) but jokes aside because raw is on cable smackdown is not
