It depends on what you want to do with the site.
For most purposes, I recommend http://www.dreamhost.com but if you need Microsoft hosting, I like http://www.webhost4life.com
Additionally, http://www.godaddy.com is very good for the price.

The least expensive and best hosting that I have found is for as low as 1 dollar a month. But the 3 dollar package gives you the online web builder.
I say this because of the freebies that they offer.
Message boards, Blogs, Private pages and you do not have to know how to program.
