It depends on what you want to do with the site.
For most purposes, I recommend http://www.dreamhost.com but if you need Microsoft hosting, I like http://www.webhost4life.com
Additionally, http://www.godaddy.com is very good for the price.

The least expensive and best hosting that I have found is for as low as 1 dollar a month. But the 3 dollar package gives you the online web builder.
I say this because of the freebies that they offer.
Message boards, Blogs, Private pages and you do not have to know how to program.

If you want full control of your hosting, online web page editing, point and click software installation (shopping cart, blog, discussion forums, etc), nightly automated backups of ALL your data, live tech support, plus plenty of space and options to run your business, check out Website Managers. We have been in business since 1998. Some of our clients have been with us since then too.

Never host with anyone who claims to have 100% uptime.
My current uptime is available here:
http://www.afterbeing.com/hosting/
I've only been tracking with Host-tracker since last January, but I've been doing this for about 3 years now. PHP, Apache, MySQL using CentOS (Linux distro).
